I had a question about what you refer to as "Strategic Withdrawal". Are you referring to expatriation / repatriation or are you referring to State Citizenship or something else altogether?
Answer:
1: Are you referring to expatriation / repatriation
Expatriation / Repatriation is a misnomer. Please look up "dual citizenship" in Black's Law Dictionary. The only reason for "repatriation" into a state, for state citizenship would be if the "Expatriation" out of the federal zone is effective for canceling state citizenship. Such is not the case, because one is automatically a dual citizen, and canceling one does not disturb the other.

This is the first stop along the way. Many people are comfortable, right here, as Sovereign Citizens who are Occupants (in control) of their state.

The ultimate, beyond Sovereign or State Citizenship, but not for everyone, is the status of a Stateless Person. We explain this on a case-by-case basis, for people who wish to actually forsake all ties with all earthly entities, whether over them or under them.

The process of expatriation / sovereignty should be long enough to handle all of the issues that are present in your own life.
The process includes:
1. Protecting all assets, including property and income streams
2. Get completely out of debt, and never go back into debt
3. File the simple paperwork
4. Reclaim access to all of the assets as a sovereign
Some people need a few years to comprehend all of the information, and others don't seem to need as much time. The actual process, through the government's own procedures, takes less than half a day, but unless you have had enough time for being prepared in steps #1 & #2, above, then you will be causing more problems for yourself than you are solving.
Expatriation / Sovereignty is absolute, irrevocable, and immediate. If you try to sneak one little federal benefit out of the government after you expatriate, then you will be violating the law to the same extent as any other alien who tries to live off of federal welfare.
The preparation of one's mind for expatriation is the primary purpose of Strategic Withdrawal. If you are interested in Liberty and Sovereignty, then this book can eliminate a LOT of false paths.

I have been contacted by several people who followed the TBA program, and received very informative letters about why the system does not work. I concur with the Secretary of State's analysis. At least the process that TBA had six months ago was a failure. The government would send identical letters to both TBA and Jacques Jaikaran's clients.
I don't know how much was paid for the TBA or Jaikaran systems, but Strategic Withdrawal will give more insight into how to leave the system than either of the two systems mentioned above, and the documents are legally sufficient..
One of the biggest failings by both of the other systems is that they tell you, falsely, that you can keep using your social security card. They don't have any remedies, so they apparently deny the problem. We have remedies. Several remedies, depending on the goals you have in mind. All the way from mere tax reduction through legal means to complete separation out of the Babylonian system.
I have been out of the government for the past nine years. No SSN, no DL, no state plates on the cars, no voter registration number, and no obligations to them, at all.

Answer:
When completed, the Stateless Person process has its own passport-like document, called a "Stateless Person Travel Document." It looks like a passport, and functions like a passport, driver's license, and I.D. card.
There are "drawbacks" if you will, to any choice, that is why they must be entered into with full knowledge and study. For instance, as a Stateless Person, your only guarantee that the U.S. will allow you back across the border is the article of the U.N. convention on human rights that says you have a right to return to the soil of your birth.
IS THIS COVERED IN THE BOOK STRATEGIC SOVEREIGNTY? IF NOT, IS IT COVERED IN THE SEMINAR? IF NOT, HOW & WHERE CAN I GET THE DETAILS?
Statelessness is NOT covered in Strategic Withdrawal. The purpose of Strategic Withdrawal is to give the complete foundation for such a move, not how to MAKE the move to statelessness. The result of Strategic Withdrawal is closer to Richard McDonald's program, but instead of being 100% secular, it is closer to 80% biblical. Man's law is certainly not ignored, but the focus is on the eternal or Ecclesiastical Law.
Richard has done some excellent work, and he may well be assisting us in our final preparations for statelessness. He has given us some good tips, already.
